That's one benefit of the proposal making its way through the state legislature. The plan to link the state's libraries would create a network of on-line resources with information on health, science, court cases, literature and other subjects for Connecticut students. "This is really the great equalizer," said Rep. Brian J. Flaherty, R-Watertown, who is cosponsoring the legislation with Rep. Kosta Diamantis, D-Bristol. The proposed state budget includes $1 million to get the project started. The money would go toward buying subscriptions for on-line databases, such as Lexus Nexus and Health Reference Center, and on-line texts, technical support and a library coordinator. "It will maximize the use of public funds," said Mary Johnson, the chief fiscal officer for the state Department of Higher Education.
