* New Player in the Hartford Stadium Obstacle
(Hartford-AP)_ An international technology and engineering giant in Windsor is the newest player in the talks aimed at moving a steam power plant from the proposed site of the New England Patriots football stadium.

ABB Combustion Engineering confirmed Monday it has been working with the Connecticut Resources Recovery Authority on a potential partnership.

Under one proposal, ABB could provide financing as well as turbines and heavy components of a plant to replace the current CTG Resources Inc.-owned steam plant on the stadium site.

The CTG plant is the biggest physical obstacle to clearing the proposed site for a $374 million stadium for the Patriots.

Several divisions of ABB could be involved in a Hartford steam plant deal, John Diekmann, manager of public relations for ABB Combustion said Monday.

The CRRA and ABB representatives have discussed a number of scenarios for what role ABB might play.

"The big thing is nobody knows what it might be," Diekmann said.

CRRA operates a trash-to-energy plant in Hartford's South Meadows that burns garbage from more than 60 Connecticut towns.

Government officials have proposed moving the steam plant's operation to the trash-to-energy plant as a way to clear the stadium site.

If the state misses the April 2 deadline to present the Patriots with a preliminary plan for moving the steam plant, the NFL team can walk away from its relocation deal with the state.
