One proposal is to make insurance companies base rates totally on drivers' records, not where they live. But the insurance commissioner say that approach would end up boosting insurance prices in the suburbs and it would hamper competition in the long run. The sponsor of one bill says the current setup lets insurance companies discriminate against entire cities while giving suburbs a break on their rates.
