The costs will be paid through separate charges on electric bills starting next year, when electric competition begins. The DPUC says the actual amount customers will pay will be lower, as CL&P sells its power plants and makes other changes. The utility yesterday reached an agreement to sell its non-nuclear plants for $1.3 billion. About $1 billion in proceeds from the sale will be used to reduce the stranded costs.
